    Revisiting the Regulation Debate: The Effect of Food Marketing on Childhood Obesity

    [Excerpt] “Despite the widespread concern regarding childhood obesity, there is broad divergence of opinion regarding responsibility for the crisis. Whether the government, food industry, or parents are accountable has become the focus of much debate. Public health groups have attempted various strategies to confront childhood obesity, such as litigation, legislation, and government regulation. While many researchers and advocates agree that government should play an affirmative role with respect to childhood obesity, they are very much divided over what that role should be. For example, although none of these acts has become law, eighty-six bills have been proposed regarding obesity since the 106th Congress. Thirteen bills in the 109th Congress dealt specifically with childhood obesity. Although some urge the government to inform the public about healthy eating and healthy activities, they also argue that governmental action going beyond informational and educational functions would be too oppressive. Many advocates call for government oversight more robust than merely mandating calorie disclosures at fast-food restaurants, labels on grocery products, and nutrition education in public schools.

    Method and apparatus for neutralizing potentials induced on spacecraft surfaces

    A potential induced on the surface of an orbiting spacecraft is neutralized to the potential of a plasma through which the spacecraft is traveling by directing charged particles into the plasma from the spacecraft surface. The induced potential occurs in response to bombardment of the spacecraft surface by ambient charged particles which may be negative or positive. The charged particles directed into the plasma from the surface have the same polarity as the induced potential to provide the neutralization. The invention can be utilized to maintain different, electrically isolated segments of a spacecraft surface at the same potential to prevent electric discharges between the different parts and thereby protect electric circuits within the spacecraft

    ERTS-1 imagery has proven very useful in studies of the distribution of suspended sediment in the Gulf of Mexico off the Texas coast. Moreover, by using suspended matter concentrations as tags on water masses, much information on water movement can be obtained. The utility of suspended sediment as a tracer is dependent on the sediment remaining in suspension long enough to travel an appreciable distance or to be visible on successive images. Although the evidence is not conclusive, it seems likely that much of the suspended sediment in Gulf of Mexico nearshore waters during normal seastate conditions has remained in suspension since the time of its entry into the Gulf of Mexico through rivers and tidal inlets

    Bubble Measurements Downstream of Hydraulic Jumps

    A phase Doppler anemometer (PDA) system was used to measure the velocity profiles and air bubble size distributions downstream of two-dimensional hydraulic jumps for different upstream flow conditions in a 1.92m long laboratory flume. The PDA detected bubbles from 1 to 500 [microns] in diameter, and more were found at the bottom of the downstream flow near the elevation of the upstream free surface. This distribution was more marked for smaller bubbles, those with diameters less that 100 [microns]. The migration of the bubbles is controlled by the effects of buoyancy and by turbulent mixing; the relative magnitude of their effects on bubble distribution depends strongly on bubble size, and also on the energy of the upstream flow

    An objective method for forecasting tropical cyclone intensity and motion using Nimbus-5 ESMR measurements and non-satellite derived descriptors

    An empirical analysis program, based on finding an optimal representation of the data was applied to 120 observations of 29 1973 and 1974 North Pacific tropical cyclones. Each observation consists of a field of Nimbus-5 Electrically Scanning Microwave Radiometer radiation measurements at 267 grid points covering and surrounding the tropical cyclone plus nine other non-satellite derived discriptors. Forecast algorithms to estimate storm intensity and motion at 12, 24, 48, and 72 hours after each observation were developed using an independent eigen screening analysis. These algorithms were based on best track data. Independent testing of these algorithms showed that the performance of most of these algorithms were better than persistence and the algorithms forecasting 24, 48, and 72 hour maximum wind speed were better than those made operationally by the Joint Typhoon Warning Center for 1973 and 1974 that did not use best track data
